Korea Hotel Tax Refund 2026: Can the Refund Change After You Book?

Checked: September 22, 2026 · Official sources: Korea Tourism Organization, Ministry of Culture, Sports and Tourism, and Korean law

Can a Korea hotel tax refund change after you book?

Yes. The hotel VAT refund program itself is authorized through December 31, 2028, but participating accommodation facilities are designated for specific periods. A hotel shown as eligible for one quarter should not be assumed to be eligible for a later stay until the relevant designation is confirmed.

The practical problem is timing. You can book a hotel months before your trip, while the official participating-hotel list may be published or updated closer to the quarter in which you actually stay.

For example, the Ministry of Culture, Sports and Tourism announced the 2026 third-quarter designated facilities on July 1, 2026. As of September 22, the ministry had published the fourth-quarter application notice, not a final fourth-quarter designation list. That is why a traveler booking ahead should treat the refund as a condition to verify, not as money already guaranteed.

Quick answer by booking situation

Booking several months aheadCompare the full room price first and re-check the official designation for your stay period.
Booking through an OTAThe booking channel alone does not decide eligibility. Korea Tourism Organization says payment must be made directly to the hotel; confirm your exact payment flow with the hotel.
Long stayThe statutory rule applies to stays of 30 days or less. Do not assume a longer stay can simply be split for refund purposes.
Refund affects hotel choiceCalculate the hotel on its non-refund price first, then treat an eligible refund as a saving after confirmation.

1. What is fixed in law, and what can change?

Korea’s Restriction of Special Taxation Act currently allows eligible foreign tourists to receive a VAT refund on qualifying accommodation services supplied by designated tourist accommodation facilities for stays of 30 days or less. The current statutory end date is December 31, 2028.

That does not mean every hotel is eligible until 2028. The accommodation facility itself must meet the program requirements and be designated. The Ministry publishes designation notices by period, so hotel participation is the part travelers need to re-check.

2. The booking date is not the date that matters most

If you reserve a November room in August, the fact that the same property appeared on a third-quarter list does not by itself prove your November stay qualifies. Your stay falls in a different period. The safest sequence is:

  1. Choose the hotel based on the total price you are willing to pay without a refund.
  2. When the relevant period’s designation is available, confirm that the property is included.
  3. Ask the hotel whether your exact reservation and payment arrangement qualify.
  4. Keep the refund documentation the hotel gives you and follow the stated refund procedure.

3. OTA bookings: the important question is payment

Korea Tourism Organization states that a booking made through a hotel booking website or travel agency can still qualify if the traveler pays the accommodation charge directly to the hotel. A prepaid OTA reservation may therefore work differently from a reservation where the hotel collects payment.

Do not rely on a generic “tax refund available” badge in a booking interface. Ask the hotel whether the specific rate, payment method, and stay dates meet the refund conditions.

4. What charges are covered?

Korea Tourism Organization says breakfast included in the initial accommodation cost can be covered, while separate charges added to the room are not covered by the hotel tax refund. If your bill contains extras, do not apply a refund percentage to the entire final folio.

5. Why “10% VAT” does not mean “10% off the displayed total”

If a VAT-inclusive accommodation amount is ₩550,000 and that entire amount is eligible, the VAT component is calculated as 550,000 × 10/110 = ₩50,000. That is about 9.09% of the VAT-inclusive amount, before considering any ineligible extras or other program conditions.

This is a useful budgeting check because travelers sometimes subtract 10% from a tax-inclusive price and overestimate the saving.

6. A decision rule for refundable vs. non-refundable rates

Suppose a non-refundable booking costs ₩520,000 and a flexible booking costs ₩545,000. The flexibility premium is ₩25,000. If refund eligibility is still uncertain for your stay period, the question is not “Will I get a refund?” but “Is paying ₩25,000 worth the option to change this booking if the relevant designation or payment condition does not work for me?”

That turns the refund into one variable in the hotel decision instead of making the whole booking depend on a program status that still needs confirmation.

7. What to check shortly before the stay

  • The hotel appears on the designation applicable to your stay period.
  • Your stay length is within the program limit.
  • Your nationality/visa/stay status meets the foreign-tourist eligibility conditions described by the program.
  • Your reservation’s payment flow qualifies, especially if an OTA is involved.
  • You know where and how the refund will be processed.
